Crazy skirt

I can't figure out what's the name of the pattern of this skirt. Can I call it tartan? Whatever name it is called I feel fond of this pattern  but I also find it difficult to style. Time can only tell if I will wear it a lot or just today. But in the price of one euro I think it's already paid the money.
